James B. Whisker is professor emeritus from a major state university where he taught political science for nearly 40 years. He has written at least 67 books. He lives in Everett with his wife Sheila and Tasmanian wolf hound Scooter.

Kevin Ray Spiker Jr. is associate professor of political science at Ohio University's eastern campus in St. Clairsville. Kevin earned his Ph.D. at West Virginia University and previously taught at Frostburg University.

This is obviously our second volume of brief biographical sketches of people from Bedford County. As we have suggested, inclusion requires that a subject must meet just a few tests. Person must have been dead for at least 50 years and done or accomplished something significant, preferably positive, affecting the nation, state, or county. Various of our readers have been kind enough to share some thought with us and invite inclusion of some additional names.
